A Sweepstakes is defined as a game of chance requiring no purchase or other payment to a sponsor in order to enter.

Differences between a sweepstakes and a contest:
A sweepstakes is a giveaway. A contest involves skill of some kind. It could be a bake-off, an essay contest, a physical contest or, in the case of an online contest, a scavenger hunt of a website. In a contest your entry is judged on merit rather than upon a random drawing. Although U.S. law does not allow the sponsor of a sweepstakes to require a purchase, you may be required to buy the product and include a proof of purchase for contest entries. To enter a raffle, you must buy a ticket to enter, and then a random drawing takes place only from those tickets. Legally a raffle may only be held by an organization registered with the IRS and entitled by them to "non-profit" status,such as churches, schools, The United Way, etc. If you have to pay to enter and the winner is determined by a random drawing, then it is a raffle.
